What the tier permits and who holds it. ## Upper tier waste carrier registration 145,860 of the 418,521 registrations in England are upper tier — 34.9 %. An upper tier registration is what a business needs to carry, broker or deal in *other people's* waste for money. If someone is taking waste away from your premises as a service, this is the registration they must hold. **This is the one to check.** If a business collects waste from your site as a service, and holds only a lower tier registration, you have not met your duty of care by handing it over — the obligation is on you, the producer, not only on them. ### The letter in the number is not the tier Registration numbers begin `CBDU` or `CBDL`, and it is tempting to read the U as upper and the L as lower. Usually that holds. **On 397 of the 418,521 registrations it does not** — 375 numbers starting CBDU are lower tier, and 22 starting CBDL are upper tier. It is a small share, and that is exactly what makes it worth knowing: a rule that works on 999 numbers out of a thousand is the kind you stop checking.
